Kell said FEMA officials this week confirmed what the city already knew: FEMA will not pay to demolish the remaining family circles the agency felt were structurally unmutilated
"These people were l to believe that FEMA was going to take the houses down," Kell said Thursday. "We want to essay and help these people."
